The President is picked by Congress, specifically the House. Although there is an odd number of representatives (435), each state's representatives make a vote for a candidate as a state (50 states, an even number). In the case a 25-25 vote occurs, the vice president will take over until a president is chosen.
Nebraska and Maine assign votes by congressional district and state popular vote. The second congressional district in both Maine and Nebraska could possibly vote against their state interest and their 1 elector would have to vote differently.
The United States is unique. States are given electors based on the number of senators and representatives for each state and 3 electors for DC since they have no congress people. Instead of a national popular vote, people vote for what their state will vote for. Therefore, the goal for each candidate is to get enough electors to become president.
